臺南市府會爭議再度白熱化，定期大會總質詢七日登場，市長賴清德昨天開記者會指議會程序委員會未合法、議長李全教未公開向社會道歉，因此他和市府一級主管將不會進議會，但會接受議員書面質詢，符合地制法；對於議員恐將面對空無一人的官員席質詢，議長李全教表示，質詢時間為法定公告，是議員的權利，不管市長或官員是否列席，都將依程序開會。
賴清德說，議會程序委員會未合法組成、李全教也未公開向社會道歉及承諾不再拖延司法審判，因此他和一級主管將不進議會，接受「書面質詢」符合地制法規範，希望社會持續關注李全教案，藉此開啟台灣地方政治文化的革新；他也鄭重呼籲地方法院、高等法院本於選罷法規定，應於六個月內審結李全教賄選官司，否則遲來的正義，不算真正的正義。
